When the legislature returns to session next month it must address the state’s budget problems and mountain of unpaid bills. There is no escaping the fact that cuts must be made along with reforms and more revenue. When we talk about cuts, I found a letter from Dave McClure, Executive Director of the Youth Services Bureau of Illinois Valley in LaSalle thought provoking. votefeb2According to legend, if a groundhog comes out of its burrow on February 2nd and fails to see its shadow it will leave its nest and that means winter will soon end. But if the groundhog sees its shadow it will supposedly scurry back into its hole and winter will last for six more weeks.
