Former Park Board Member talks Referendum

Jeff Hallgren, a former board member for the DeKalb Park District, discusses his concerns with the district’s proposal to issue $15 million in debt obligation bonds to build a new aquatic center at Hopkins Park. The proposal would need referendum approval by voters in the Feb. 2, 2010 elections.
