Information on Write-In Candidate Results

writeinQuestions have been surfacing from candidates, media, and the public regarding the tabulation and display of the unofficial results regarding the write-in candidates for the 2013 Consolidated Elections.

Write-In Candidate results are not able to be published online.

Interested parties are encouraged to have a representative on site at the County Clerk & Recorder’s, Office, (110 East Sycamore St., Sycamore, IL 60178), on Election Night to review the tabulated write-in results from Election Day.

Please note, this write-in total will not include results from all pre-Election Day voting. Those write-in results will be delayed and the final unofficial results will be published prior to Friday, April 12, 2013 to allow for manual tabulation.

All other results, including pre-Election Day Voting will be tabulated and displayed online at the conclusion of Election Day as normal. (Additionally, the outstanding ‘by mail’ ballots and provisional ballots could also delay the final unofficial and official results of contested write-in races).

Top Recent Baby Names in the County

newkishhospitalEvery six months, the DeKalb County Clerk & Recorder posts the top baby names in the County. What started from some friends wanting to know what the most popular names of children born in the past year, turned into the most anticipated release from the Clerk’s office.

For this period, there were 479 babies born in DeKalb County, 246 Boys and 233 Girls.

Need to know who won for the July 1 through December 31, 2012 period? Well, wait no further, here is the list:

News from the County Clerk’s Office

Meet the new County Board members, and be present for the seating of the 20th Session of the DeKalb County Board. There will be a Meet and Greet for the County Board next Monday, December 3rd, at 6:00 PM. The public is invited. The Meet and Greet will be held at the Legislative Center at 200 N. Main St., Sycamore, IL.

In response to increasing demand for services provided by the Office of Clerk & Recorder, the department will begin extended weekend office hours effective December 1, 2012. From 9:00 AM to 12:00 Noon, customers will be able to process requests for Vital Records, (birth, death, marriage, and civil unions), as well as process tax redemption, notary services, passports, and register to vote. For more information, please visit www.dekalbclerk.com or contact the office at 815.895.7149.

Petition Circulation for April 2013 Elections Begins

It’s hard to believe that our April Elections are already kicking off. Offices at the local level; school, municipality, fire, township, etc. will be up for Election, Tuesday, April 9, 2013.

Individuals that are wishing to seek Election to these offices must contact the local unit to which they wish to seek membership for filing and signature requirement information. You can find a listing of all local units up for Election and contact information by clicking here, or logging onto www.votedekalb.com and then clicking on “Elections 2013.”

Signature requirements are computed by the local office. The DeKalb County Clerk & Recorder’s office can provide advice and suggestions; however the official number is published by the local office.

You may download the candidate’s guide by clicking here. Included in this packet are circulation instructions, blank petition sheets, and forms for filing. For the most part, all local offices run as “Independents,” however, you should check with the local unit before determining which petition sheet to circulate.

The filing period for all local offices is December 17 through 5pm on December 24, 2012.  Up to the minute Election information is available at www.votedekalb.com.

Election Deadlines

In this final week, there are many deadlines of which voters should take note. Please use this guide to become aware of the deadlines to cast your ballot prior to Election Day or to take advantage of voting by mail.

November 5, 2012 Last Day to cast a Ballot Prior to Election Day

Remember, November 6, 2012 is Election Day. Polling Locations are open from 6 AM to 7 PM. Voters can see their sample ballot; get directions to their poll; and more at www.votedekalb.com.

Early Voting Begins

Yesterday, October 22, 2012, marked the official beginning of the traditional Early Voting period in DeKalb County. This Election Cycle, voters will be able to choose from one of four locations from which to vote. Early Voting requires a valid identification card to cast your ballot. The Sycamore and NIU Locations are County Wide Polling Centers; Sandwich and Kirkland are regional.

The traditional period of Early Voting ends at 12:00 Noon on Saturday, November 3, 2012. Voters may continue to vote in person at the Elections office at 110 East Sycamore Street, Sycamore, IL 60178 on November 5 between the hours of 9 am to 4 pm.

Do your research before voting!

There is a lot on the ballot this year. Especially in the way of referendum items. The State of Illinois is proposing a change to the pension code, several local cities and towns are proposing items ranging from electricity to waste pick up. You can check out everything that is on your ballot so you’re ready to cast your vote on Election Day by visiting the Voter Information Console provided by DeKalb County Clerk John Acardo’s office. You have many voting options in 2012. All voting options are ‘no excuse’ so you do not have to have a reason to vote before Election Day. The County Clerk’s office has been aggressively making voting easier for the citizens of DeKalb County.

Voting before Election Day is going on now at the Sycamore location. Beginning on October 22nd, Early Voting sites will open in Sandwich, Kirkland and NIU. Find out where to vote, or how you can continue to register to vote through November 3, 2012 by clicking here.

Want to vote right from the comfort of your home? You can do that! With new legislation, there is no excuse needed to vote from home. It’s an easy process but time is limited. You have only until November 1st, 2012 to file an application to vote by mail. The County Clerk’s office mails you a ballot, you complete it and mail it back. It’s that easy! Early Voting Begins Today

Beginning September 27, 2012, any eligible voter is able to vote in person or by mail. Please use the following information to help assist you in casting your ballot for the November General Election.

To ensure Voters have a clear understanding of all the voting opportunities: Voting by mail is officially called, “Absentee Voting.” Election Law in Illinois has changed to allow for both voting by mail and voting in person for “Absentee Voting.”  Voters should also be aware that all absentee ballot voting is “No Excuse” voting; meaning you do not need to provide a reason for voting prior to Election Day.

Deadlines Approach for Independent Candidates 

Are you thinking of running for local office? Time is running out to throw your hat in the ring. The filing period for Independent Candidates runs from 8:30 AM on June 18, 2012 through 5:00 PM on June 25, 2012. Independent Candidates must secure a minimum of 117 signatures on their petitions if running for County Board offices or a minimum of 1,460 signatures on their petitions should they choose to run for County-Wide office.

Candidates interested in this opportunity can download forms for local office at www.dekalbclerk.com. All information pertaining to State-wide and Federal offices can be found at www.elections.il.gov. Once this period passes, there will not be another opportunity to place your name for consideration on the November ballot. This begins the “full steam ahead” mode for our Election’s office as we ready all the polls, ballots, and begin training the Election Judges for the November Election. As a quick note, the deadlines for placing questions on the ballot arrive in late August.

2013 Municipal Elections… It’s not too early to start thinking about them
Running concurrent with the final push for the November Elections, candidates interested in running for municipal offices will begin collecting their signatures to appear on the April, 2013 Municipal Ballot. Major offices, such as Mayor, all Township offices, and various aldermen will be up for consideration.

Vacancies in Established Parties Filled

Yesterday marked the final period in which established parties could fill vacancies in nomination to offices without a candidate from the March 20, 2012 Primary Election. For local offices, (those in DeKalb County), the appointed candidates to run in open positions for the established parties are as follows:

Democratic:
Richard Schmack for State’s Attorney (D-Sycamore)
Sarah Greer for County Board District 12 (D-Sandwich)
Frank F. O’Barski for County Board District 10 (D-DeKalb)

Republican:
None

These names are slated to appear on the November 6, 2012 ballot in their respective positions. A challenge period now runs through June 11, 2012, should anyone wish to contest their filing paperwork.

Additionally, parties have until August 29, 2012 to slate a candidate to appear on the ballot for the position of Regional Superintendent of Schools. Effective July 1, 2012, long time Regional Office of Education Superintendent, Gil Morrison will resign his post; creating another vacancy in office.

Independent Candidates begin filing their nomination paperwork during the period running from June 18 through June 25, 2012. For County-Wide candidates, Independents must obtain a minimum of 1,460 signatures. For County Board positions, candidates must obtain a minimum of 117 signatures to appear on the ballot. Forms, maps, and filing instructions for those candidates are found at www.dekalbclerk.com.

Clerk’s Communique

County Happenings
Much has been seen in the media regarding the happenings of the County over the past several weeks. The County Administrator Search is underway, the Board is readying the Highway Department for the summer resurfacing projects by approving contracts, and providing discussions on the possibility of placing a referenda item on the ballot regarding home rule.

This past week, the Ad‐Hoc Rules committee approved changes to the County Board rules, which now go to the Executive Committee for review and to be forwarded to the entire body for approval next month. In the Tax Extension Office, our Tax Clerk has been busy calculating the taxing rates for all property in the County and rolled to the Treasurer last week, which means that Tax bills are just around the corner. The first installment is always due at the beginning of June.

Lastly, in the weeks to come, our office will host a Community Shred Event which will allow all residents the opportunity to destroy old, but sensitive documents for free. More will be forthcoming on that.

Genealogy Online, (GO!)
It’s finally here! About four weeks ago we launched the Genealogy Online program! To date we’ve been exceeding expectations having generated over $1,500 in revenue.

Land Records Management System
You asked, and we’re delivering. After months of reviewing, benchmarking, learning, and understanding the many complex systems available, a Request for Proposal was released from our office in late March to gather responses from vendors for the introduction of a new Land Records Management System in the DeKalb County Recorder’s Office.

County Update from the Clerk & Recorder

After a month off in December, the DeKalb County Board is back in action. On the top of the agenda is the public campaign about energy aggregation, of which voters will have the opportunity to determine if they wish to allow their government to broker electric rates on their behalf.

Almost all of DeKalb County’s communities will have this item on the ballot. To see if it is on your ballot, go here:  or here.

Ballot Questions: On top of energy aggregation, there are a few other questions for communities to consider on the ballot. While not all local jurisdictions have questions, you can see if your community has any referenda items here. Remember, you can always pull a Non-Partisan ballot if you wish to not declare a party preference at this Election.

Additionally, later this year, long time County Administrator, Ray Bockman will retire. The Board has begun the process to find a new Administrator. Interested candidates can find information at this link, once it becomes available.
