Clerk’s Communique

County Happenings
Much has been seen in the media regarding the happenings of the County over the past several weeks. The County Administrator Search is underway, the Board is readying the Highway Department for the summer resurfacing projects by approving contracts, and providing discussions on the possibility of placing a referenda item on the ballot regarding home rule.

This past week, the Ad‐Hoc Rules committee approved changes to the County Board rules, which now go to the Executive Committee for review and to be forwarded to the entire body for approval next month. In the Tax Extension Office, our Tax Clerk has been busy calculating the taxing rates for all property in the County and rolled to the Treasurer last week, which means that Tax bills are just around the corner. The first installment is always due at the beginning of June.

Lastly, in the weeks to come, our office will host a Community Shred Event which will allow all residents the opportunity to destroy old, but sensitive documents for free. More will be forthcoming on that.

Genealogy Online, (GO!)
It’s finally here! About four weeks ago we launched the Genealogy Online program! To date we’ve been exceeding expectations having generated over $1,500 in revenue.

Land Records Management System
You asked, and we’re delivering. After months of reviewing, benchmarking, learning, and understanding the many complex systems available, a Request for Proposal was released from our office in late March to gather responses from vendors for the introduction of a new Land Records Management System in the DeKalb County Recorder’s Office.

County Update from the Clerk & Recorder

After a month off in December, the DeKalb County Board is back in action. On the top of the agenda is the public campaign about energy aggregation, of which voters will have the opportunity to determine if they wish to allow their government to broker electric rates on their behalf.

Almost all of DeKalb County’s communities will have this item on the ballot. To see if it is on your ballot, go here:  or here.

Ballot Questions: On top of energy aggregation, there are a few other questions for communities to consider on the ballot. While not all local jurisdictions have questions, you can see if your community has any referenda items here. Remember, you can always pull a Non-Partisan ballot if you wish to not declare a party preference at this Election.

Additionally, later this year, long time County Administrator, Ray Bockman will retire. The Board has begun the process to find a new Administrator. Interested candidates can find information at this link, once it becomes available.

Last Day to Register & Grace Period Registration

The last day for regular voter register to vote is this coming Tuesday, February 21, 2012. Beginning February 22 and concluding on March 13, “Grace Period” registration is available at all Early Voting Centers. You may register and must vote at the same time should you elect to register during the Grace Period.

If you must register through the grace period, please bring two forms of identification that confirm you local mailing address and place of residence, (e.g. utility bills, valid state ID, mortgage or lease agreement, etc.). For detailed directions, maps, locations, and times, visit www.dekalbclerk.com or contact the office at 815.895.7147 .

Voting Begins Feb. 9, 2012

SYCAMORE, IL – In person and at home, (absentee), voting begins on February 9th, 2012. This release outlines the voting opportunities and schedule for all forms of voting between February 9, and March 20, 2012. When voting early, the voter must have with them a valid federal, state, or other government issued identification.

At Home, (Absentee Voting):
Voters interested in voting from home, or absentee must submit their application to vote, download at www.dekalbclerk.com, or contact the office at 815.895.7147, on or before March 15, 2012.

After completing the application, the ballot will be mailed directly to the address you specify. The ballots, after voting, must be postmarked no later than 12:00 Midnight, March 19, 2012; and must be received no later than 14 days after the Election. (more…)

January 19, 2012 – Last Day to Declare as a Write In

The DeKalb County Clerks office is reminding citizens that January 19th is the last day to declare as a write-in candidate for the upcoming primary election on March 20th, 2012. Pursuant to 10 ILCS 5/7-59(b), Thursday, January, 19, 2012 is the last day candidates interested in seeking nomination on an established party’s ballot can declare their intention to be a write in candidate.

Candidates wishing to declare as a write in should contact the DeKalb County Elections Office at 815.895.7147 , visit the Office at 110 East Sycamore St., Sycamore, IL 60178, or download the form at www.dekalbclerk.com.

DeKalb County Clerk and Recorder Budget 2012

Things are heating up on the budget front as the County Departments received their ‘target’ amounts for the year. Department heads must be creative during this period.

I’m happy to report the Clerk’s Office budget is coming in under what was requested last year, as well as the Election budget, (for that which was requested during the 2010 Election cycle). We are also able to be under our ‘target’ amounts for next fiscal year.  Doing more, with less…

While  the realization of savings through efficiencies is an important step in the  budget process, it is not enough.  The  request outlined in this presentation is $14,877 under the target  amount provided by the Finance Department.   Additionally, the request falls approximately 2.87% below the  requested amount from FY2011.

Our office is continuing to find ways to improve efficiency, automate services, and save the tax payers money – and this budget is proof.  Click here to view the office’s budget proposal for 2012.

DeKalb County Clerk’s Communique

The DeKalb County Board met in full session on June 15, 2011. This has been one of the busiest sessions of the County Board in recent memory. Aside from the passage of the reapportionment plan, (visit this link to see the new boundary lines), the Board established a search committee for the next DeKalb County Administrator. Long time Administrator, Ray Bockman, is set to retire late next year and the process to begin the search is underway.

The County has been undergoing tremendous change over the past six months; from new elected officials in the States Attorney and Clerk’s Office, to the appointment of a new treasurer and County Assessor, Health Director, and Highway Engineer; there are quite a few new faces on campus. With the passage of the reapportionment plan, all eyes and focus now shifts to the budget process. As property values are expected to decline governments will be entering another challenging year. You can follow the budget process online by visiting here.

The County will be holding another Garage sale for the community tomorrow, Friday, June 24, 2011 at the Highway Department. You can read more on this sale here.

DeKalb County’s new addition to its courthouse is well underway. The view from my window has been changing over the past several weeks. It is amazing how quickly our crew is working to complete the project. You can stay up to date on the Courthouse project by visiting here or here.

Next month, there will be no meeting for the DeKalb County Board, but the Clerk’s office will be busy gearing up for the 2012 Election cycle. I will still keep you posted on happenings at the County.
