Notification of Electoral Board Hearing

On Friday, December 30, 2011, the DeKalb County Electoral Board will convene to decide the objection to the ballot question petitions submitted by Gary Grandgeorge, (petitioner), a resident of Somonauk, Illinois, of which his petitions seek to have the question of whether the Somonauk Fire Protection District should have an Elected Board, rather than appointed.

Ballot questions can be submitted to the voters in two ways; the first being that an elected or appointed board can decide whether to seek input on, or ask voters a question during any given Election. The second is that any resident of a jurisdiction can gather petitions, (usually 5 to 10% of the Electorate’s signatures), to place an advisory or binding question on the ballot.

In the case of the Somonauk Fire Protection District, the petitioner submitted 10% of the Electorate’s signatures on a petition to the Fire Protection Board, which certified that the petition question shall be placed on the ballot.

The question, is to determine whether the Somonauk Fire Protection District’s Trustees shall be elected, rather than appointed.

Much like candidate’s petitions, there is an objection period in which residents of that jurisdiction can ‘object’ to the ballot question petitions.

Richard D. Meyer, Jerry M. Cronin, Dianne L. Kazak, and Dealas E. Wiley, (Objectors), contend that some of the wording within the petition “language leading up to the requested ballot question on each sheet of petitions submitted is inconsistent, ambiguous, vague and confusing to any and all individuals signors of said petition…”

The Electoral Board will meet on Friday, December 30, 2011 at 10:00 AM in the DeKalb County Courthouse’s Third Floor Jury Room to hear testimony from each party and determine if the question shall remain on the ballot.

County Clerk Bringing Records Online

Genealogy Online: Later this year you will be able to research your ancestry online. The Clerk & Recorder’s Office is bringing all genealogical records to life in the digital realm. This service will allow visitors to search County records dating back to 1837. Visitors will be able to search the genealogical records for free, or pay a small fee to own the original document. We’ll have more on the launch of this program, and I invite you to check it out and let me know your thoughts.

Online Land Records: One of the most frequent concerns I heard over the past several years is the desire to have land records accessible online. Earlier this year many within the community participated in a survey to help the Recorder’s office ascertain what the end user would prefer when conducting searches. It has been a few months since we’ve had an opportunity to update the many users who are interested in this feature and I wanted to let you know, I haven’t forgotten, and we are working hard to make this a reality.

Before providing an update, I want to express my compliments to our hard working Information Technology staff at the County. They have done a tremendous job in working with the Recorder’s office to develop our first step into making online records a reality. Keeping this project internal has saved taxpayers tens of thousands of dollars, and their work is world class.

The first step in making this a reality was to transition the millions of records stored in our previous DOS based program into a usable, more stable database environment. In early February the data conversion was successful, and work began on integrating this data into a new platform in the Windows environment.

In last month’s newsletter I introduced you to C.A.R.L. – the Clerk And Recorder Land record search system. We have been conducting in depth testing of the new program to ensure that everything is operational and functional before releasing it for live testing with our regular users. Before the release for the live testing, we will invite community members to an update meeting and to formally introduce you to C.A.R.L.

So far the testing has yielded great results and sets the benchmark for the future. The CARL program integrates the data from our CROS system and OnBase so you can find all the documents in one easy to use program. It also allows users who may not be familiar with our process to quickly learn and search for items they require.

It is important to note this is the benchmark to bring the data online. The redaction – or removal of sensitive information from the documents – is a vast undertaking as well and takes at a minimum 145 days to complete. We are in the initial stages of the redaction process and hope to complete the necessary changes in late January, 2012. The current plan is to assess our progress in early January and begin setting a timeline to bring the data online within the second quarter in 2012. I truly appreciate the input and patience of the many stakeholders in the process. It is important to note that we must do this right the first time around to build a world class system that works for all our needs.

Fiscal Year 2012 Budget
The Fiscal Year 2012 budget continues to be the hot topic of conversation at the County. The media has reported on the many challenges facing the County Board as they move ever closer to the November deadline for passage. The first step in the process occurred two weeks ago at the Finance Committee meeting where County Administrators presented their recommended budget to the Board. The Board formally ‘adopted’ the recommendations as a starting point to ‘appeal’ the changes, either increases or decreases, in department budgets. The recommended budget has been placed on file in the Clerk’s Office and is available for public consumption online by clicking here.

Property Assessments
Township Assessors are busy this year as it is the year all property in the County gets assessed. The complicated formula to determine your home’s value is a three year average, with all parcels being reviewed every third year. Property assessments are based on several criterions, however you do have an opportunity to appeal the assessment provided. Elections Update
It has been about a month for candidates to circulate petitions to have their names placed on the March 20, 2012 Primary ballot. You should have also received your voter registration card in the mail over the past several weeks. This is all part of a federally mandated requirement to ‘purge’ our voter lists every two years. It ensures that we have the correct information on file for all voters and we remove or update the ones that have moved. As we reconcile the returned cards with our database, we plan on having as accurate a listing as we can for the next round of Elections. Exciting things are happening in the Election’s Office!

DeKalb County Government Update

The DeKalb County board met in full session this past week to approve new precinct boundaries, approve claims, enter into an intergovernmental agreement with the Mental Health Board, and to approve the reassignment of delinquent property taxes. After nearly 5 months on public display, the County Board unanimously approved the new precinct boundaries. These geographical tools help Election Authorities more effectively manage the various elections each year. With an 18% population increase, there was cause to split some precincts to help alleviate congestion at the polls, and to consolidate several campus precincts to ensure easy access to the polls for campus area voters.

The Mental Health Board and the County Board entered into an inter-governmental agreement to combine a position at the Health Department to help improve efficiencies and to help execute the management duties of both organizations more effectively. This is not only a measure to improve the delivery of service, but also a cost savings measure as well.

After a month in recess, there were many claims to approve for the County. Elections 2012 Are you thinking of running for office, or know someone who is? September 6, 2011 marks the beginning date for candidates to circulate petitions to place their name on the 2012 Primary ballot. Please note, that any candidate circulating petitions must have them filed with the respective jurisdiction no later than 5 PM December 5, 2011, (this applies to County-wide, County Board, and precinct Committeeman for DeKalb County).

Clerk & Recorder’s Projects
The Office is in the midst of completing many outstanding projects before the close of this current year.
Within the next few weeks, our office will roll out the new Vital Records program, cutting wait time from an average of 20 minutes, to 5 minutes; begin testing of our new in house land records search program;work with our Election officials to test new poll book entry equipment; finalize plans to produce our genealogical records online; and start the process of Election 2012… Stay tuned!

Voter Registration Deadlines

Voting Schedule for April, 2011 Elections
On February 14, 2011, John J. Acardo, the DeKalb County Clerk, released the voting schedule for the April Consolidated Elections. (Click here for the voting schedule).

Voters will have the opportunity to begin casting their votes on February 24, 2011, either in person or from home.  The Election will conclude on April 5, 2011. Individuals wishing to vote from home must submit an application to do so by logging onto www.dekalbclerk.com (website coming soon) or by contacting the Election’s office at 815.895.7147.

Those individuals wishing to vote on Election Day must register to vote no later than March 8, 2011.  Should voters miss that deadline, they may register through March 29, but they must also cast their ballot at the same time.

Voters may register and vote through this grace period voting at the DeKalb County Administration Building, (110 E. Sycamore St., Sycamore, IL), through March 13; and may register at the Legislative Center, (200 N. Main St., Sycamore, IL), beginning on March 14 through March 29, 2011.
