Notice of a 30-Day Public Comment Period, Public Hearing and Availability of
2015-2019 Consolidated Plan Substantial Amendment and
2017 Proposed Annual Action Plan – One Year Use of Funds under the
Community Development Block Grant (CDBG) Program
CDBG is a federally funded program intended to increase housing, community and economic opportunities for low and moderate-income residents of the City of DeKalb.
The City is making a substantial amendment to the 2015-2019 Consolidated Plan. The substantial amendment is available for public review and comment for 30 days from July 15, 2017 through August 14, 2017. About the 2015-2019 Consolidated Plan Substantial Amendment and the 2017 Proposed Annual Action Plan:
The City of DeKalb is required by the Department of Housing and Urban Development (HUD) to submit a Consolidated Plan every five years and an annual One Year Action Plan which describes community needs, resources, priorities and proposed activities to be undertaken in the City of DeKalb under CDBG. This funding source is to assist lower-income people, households and neighborhoods throughout the City of DeKalb. The City of DeKalb is proposing one amendment to the 2015-2019 Consolidated Plan.
Amendment #1 to the 2015-2019 Consolidated Plan
Amendment #1 amends the 2015-2019 Consolidated Plan to change the scope of targeted projects for Public Facilities funding. The original plan listed the replacement of aging water lines and the removal of architectural barriers and repair of deteriorating sidewalks to make them ADA accessible in low/moderate income neighborhoods in the City. Amendment #1 to the 2015-2019 Consolidated Plan broadens the scope of projects to include the provision of assistance to major infrastructure improvements which can include flood improvements, water/sewer improvements and street improvements plus the removal architectural barriers and repair of deteriorating sidewalks to make them ADA accessible in low/moderate income neighborhoods in the City. This will allow the City of DeKalb to consider a variety of infrastructure projects depending on the most critical needs.
2017 Proposed Annual Action Plan
An Action Plan: One Year Use of Funds is required by regulation under the CDBG Program. The City of DeKalb will receive $409,000 in CDBG funds for Program Year 2017 (April 1, 2017- March 31, 2018). The Action Plan includes the activities the City proposes to carry out with CDBG funds.
Proposed activities are:
$65,850 Private Property Rehabilitation
$200,000 Public Facilities/Improvements
$61,350 Public Services (15% of annual allocation cap)
$81,800 Administration (20% of annual allocation cap)
In addition to the proposed new funds, the City expects to carry over funds for the following activities:
$220,866 Private Property Rehabilitation Program
$197,107 Public Facilities/Improvements
The Draft Annual Action Plan for 2017 is available on the City of DeKalb website at www.cityofdekalb.com and in hardcopy at the City Clerk’s Office, DeKalb Municipal Building, 200 South Fourth Street and the DeKalb Public Library at 309 Oak Street beginning July 15, 2017.
Review and Public Comment Period
The 2015-2019 Consolidated Plan Substantial Amendment and the 2017 Proposed Annual Action Plan are subject to consideration and public input by DeKalb City Council and members of the community. All interested citizens are invited to submit written comments during the 30 day review period beginning July 15, 2017 until August 14, 2017. Notice of the comment period was published July 14, 2017.
Citizens are invited to attend and provide input on both the 2015-2019 Consolidated Plan Substantial Amendment and the 2017 Proposed Annual Action Plan at a Public Hearing to be held on August 14, 2017 at the regular meeting of City Council. The meeting will be held starting at 6:00PM in Council Chambers at 200 South Fourth Street, DeKalb, IL 60115.
